Lead Developer: Brigite Grossman is the principal member of Source Works Development. Ms. Grossman has been involved in the development, construction, and operation of facilities serving the elderly for more than 30 years. Source Works Development has developed and operates three age-restricted LIHTC properties, all located in Chicago. Brownlow Belton Sullivan Arms (BBSA) is the non-profit partner in the project, and is the 501(c)(3) arm of the Pentecostal Churches of the Apostolic Faith. This international ministry organization represents over 300 churches throughout the world.

 

PROJECT INFO:
Hancock House is an 89-unit new construction elderly development that is located on the City’s Southwest side. The project has 7 stories and consists of a total of 89 units, with 13 studios and 76 one-bedroom units. The units are available to a broad mix of incomes. This project is a single mid-rise building that includes a large atrium in the center of the complex. The “Atrium Elderly” concept provides an affordable housing product that uniquely meets the needs of a senior audience. Instead of apartments on both sides of a lineal corridor, the atrium opens the building to natural light and landscaping. The corridor now becomes a “walk home” among neighbors with the friendliness and security of visual surveillance. Building amenities include a community room for special gatherings and/or meetings, a community kitchen, a fitness room with exercise machines, a computer workstation to help encourage the seniors’ use of technology, and laundry facilities on each floor.

Unique Project Elements

  • Hancock House received 9% LIHTC awards from both the City of Chicago and the Illinois Housing Development Authority in 2017, right before the crash stalled out all development activities across the country. This project ultimately closed on four separate traunches of ARRA Stimulus Funding in June 2010 - City of Chicago TCAP, City of Chicago 1602 Credit Exchange, IHDA TCAP and IHDA 1602 Credit Exchange. In addition, soon after closing and starting construction, four separate underground storage tanks (USTs) were discovered that needed to be remediated before construction could continue. The project completed construction in December 2011.

Lightengale (LGG) began serving affordable housing developers in 1999. Over the next 23 years, LGG assisted over 150 affordable housing deals (and one radio station) to come to fruition. We are so pleased that we were able to work with so many wonderful developers, both new and experienced, small and large, to help them provide affordable housing and improve their communities.

Over these years, we learned a lot and navigated the company and our clients’ deals through the Great Recession of 2007-2008 and the Covid Pandemic of 2020-2022. Throughout this time, we have had the privilege of working with some of the finest affordable housing specialists – on our staff, our clients, and in the broader community.
Everyone should have a home they can afford and feel safe in. Ideally, amenities are nearby, and the home is energy efficient. We enjoyed working with so many people who shared our vision of universal affordable housing. While we continue to believe strongly in universal affordable housing, we also believe it is now time to have others lead the way and guide deals through the process. We hope the next generation continues to provide more truly affordable housing for more people.

While we are not taking on any new clients or projects and will be closing our doors once we finish our current deals, we want to let you know how much we have enjoyed working with each and every one of you throughout these years.
